Clause I of Ordinance No. 8 of 1869 virtually gives the Governor in Council power to give any member of the Force anything.
It's history is rather curious.

Found that the legislation of 1862 had been interpreted as giving no power to require, reduce, or withhold pension in cases of misconduct; for the recommendation of a Commission, the Amending Ordinance was passed again so as to give him much more discretion in such matters; but the discretion, so given, was used by his successors to give pensions much more liberally than before.
I do not know whether it was by accident or intention that no special provision was made in the year of '74, after 1869 for dealing with cases of misconduct as I would suggest that you should either make a supplementary Regulation on the subject or report each case at the time of its occurrence for special approval so as to ensure such cases being dealt with systematically; & I would send a copy of Treasury Letter, 184, to acquaint you with the latter practice of the Treasury in such matters.
A supplementary regulation seems preferable.
